Does my property need a lead certificate?
If it was built before 1978 and you rent it residentially, yes. The trigger is the construction date, not the condition of the paint and not whether you have ever had a problem. A 1920 rowhome gut-renovated in 2015 is still a pre-1978 property under this law.
What happens if I don't have one?
You cannot get or renew your rental license, and you cannot legally execute a new or renewed lease. This is what makes lead certification different from most habitability rules: it sits upstream of licensing, so a missing certificate blocks the paperwork that lets you collect rent at all.
How long is a lead-safe certificate good for?
Four years from the date of issuance. After that, the property must be re-tested and a new certificate issued before the rental license can be renewed. This is the detail that most often catches long-time landlords — the certificate obtained when the law took effect in October 2020 reached expiry in late 2024, and many renewal applications since then have been rejected for a lapsed certificate the owner believed was still current.

Can I do the testing myself?
No. The certificate must be completed by an EPA-certified lead dust sampling technician or a Pennsylvania-licensed lead inspector–risk assessor. There is no self-certification path.
Does a certificate transfer when I buy a property?
A valid certificate attaches to the property, so an in-force certificate from a prior owner can generally be used — but verify the issue date, because you inherit its four-year clock, not a fresh one.
